Navigating City Hall

The City of Cleveland Department of Economic Development works with many other Departments in Cleveland City Hall to make projects happen. Below is a list of departments we work with.


Department of Building and Housing

The Department of Building and Housing registers building contractors, inspects all new and major rehabilitation construction, and provides nuisance abatement to condemned properties. The Director's office supervises and manages the Code Enforcement, Construction Permitting, and Records Administration Divisions.

Department of Community Development

The Department of Community Development is responsible for planning, administering, and evaluating HUD funds. The Department implements programs designed to conserve and expand the housing stock; revitalize commercial areas; acquire, maintain, and market vacant land; improve the quality of human services; and develop small area or neighborhood strategies.

Department of Public Health

The Division of Environment in the Cleveland Department of Public Health performs all of its investigations with the authority of Cleveland's Codified Ordinance, the State of Ohio Department of Agriculture, the State of Ohio Department of Health or the Ohio EPA. The Division strives to evoke confidence as we promote health and quality of life.

Department of Public Safety

The Cleveland Department of Public Safety strives to meet its objectives by providing efficient and effective service, establishing public trust through the development of strong partnerships within the community, and by focusing on public safety and improving the quality of life in Cleveland neighborhoods.

For Safety Issues impacting your business, contact your District Commander.  See the District map to determine in which District your business is located.  District Commanders can set up a safety review of your company’s premises at no cost to you.  In addition, you could request a community meeting if there is an issue affecting several businesses.  As a reminder: Please report any criminal activity.  If you do not take the time to make a report, the police cannot be aware of the activity.

Department of City Planning

The City Planning staff prepares plans for neighborhoods and districts throughout the City of Cleveland. In most instances, the City Planning staff participates in preparing plans as part of a team that may include a community organization and a consultant.
 
These plans make recommendations that are used to guide development decisions, prioritize capital improvements, and address issues to improve the quality of life for residents and to promote economic development. Completed plans can be adopted by the City Planning Commission and then used to guide future decisions of the Commission and the City government.
 
Services provided by this commission include: zoning, design review, historic preservation, maps and data, development planning, neighborhood plans and special purpose plans.

Department of Law

The Department of Law provides quality legal services to the City government by representing and providing legal advice to the Mayor, City Council, and all City departments and commissions. The Department of Law improves the quality of life for the City's residents and visitors by prosecuting crimes. The Department includes the Civil and Criminal Divisions. The City of Cleveland Law Department does not provide legal services or legal advice to private parties.

The Division of Assessments

The Division of Assessments and Licenses provides administrative, regulatory and financial services for constituents and other city divisions.  Services include: Issuance and enforcement of various permits and licenses, business tax administration, invoice and/or collection of special improvement districts, assessments, and other city services, inspection of weighing and measuring devices throughout the City of Cleveland.

The Division of Neighborhood Development

The Division of Neighborhood Development works primarily through the City's Land Bank program. The City of Cleveland's Land Reutilization Program is designed to acquire vacant land and market it to individuals, developers, and non-profit organizations for redevelopment. The goal is to contribute to the economic, social and environmental betterment of the City through redevelopment of city-owned land. The Land Bank application process ensures that vacant property is transferred to responsible parties committed to restoring property to productive use.

Office of Communications

The Office of Communications oversees media relations, public relations, crisis communications, and employee communications for Mayor Frank G. Jackson’s administration. The Office also coordinates the Mayor’s public appearances and speaking engagements and handles all proclamations, certificates and letters of recognition.
